Emergency Evacuation Procedure

Visitors and members of the public who are unfamiliar with the building and procedures are advised that:

(a)      The fire alarm is a continuous loud ringing. In the event that a fire drill is planned during the meeting, the Chair will advise of this.

(b)      Exit routes from the chamber are located on each side of the room, one directly to a fire escape, the other to the stairs opposite the lifts.

(c)      In the event of the alarm sounding, leave the building via the nearest safe exit and gather at the assembly point on the far side of the car park. Do not leave the assembly point or re-enter the building until advised to do so. Do not use the lifts.

(d)      Anyone unable to use the stairs should make themselves known during this agenda item.

Declarations of Interest

Councillors should not act or take decisions in order to gain financial or other material benefits for themselves, their families or friends.

 

The Chair will ask Members if they have any disclosable pecuniary interests (DPIs) or disclosable non-pecuniary interests (DNPIs) to declare in respect of items on the agenda. Members with a DPI in an item must leave the room for that item and may not participate in the debate or vote. 

 

Aside from disclosable interests, where a fair-minded and informed observer would think there was a real possibility that a Member might be biased or predetermined on an item, the Member should declare this and leave the room while that item is considered.

 

Members who are in any doubt about interests, bias or predetermination should contact the monitoring officer for advice prior to the meeting.

Members of the public have the opportunity to speak at this meeting.  Anyone wishing to present a petition or speak on this item is required to register with the Democratic Services Section by noon on Friday 3 October 2025.  Questions that have not been submitted by this deadline will not be accepted.  Only two people will be allowed to speak on each item and each person is limited to asking two questions.  Each speaker will have a maximum of three minutes to speak.

 

Petitions, questions and statements will only be accepted if they are in relation to an item being considered at this meeting.

Parish Councillor Julian Saunders proposed the recommendation, and this was seconded by Kent County Council (KCC) Councillor Richard Palmer.

 

Recommended:

 

(1)      That the disabled Persons’ parking bays in Cambridge Road, Faversham, Alexandra Road, Sheerness and Ospringe Road, Faversham be formalised as proposed in the Traffic Regulation Order (TRO).

Report to consider objections to latest advertised Traffic Regulation Order for the extension of the current Faversham Residents’ Parking Scheme to include Belmont Road.

In response to a question, the Seafront & Engineering Manager outlined the reasons for delaying the scheme, as set out in the report.

 

Councillor Mike Whiting moved the following motion: That the proposed extension of the Faversham Residents’ Parking scheme be progressed as per the advertised .  This was seconded by KCC Councillor Palmer.

 

Parish Councillor Saunders spoke against the motion and considered that the officer recommendation to delay the scheme to allow formal consultation with residents of the adjoining Kingsnorth Road, Faversham was sensible.  Discussion ensued and the proposer and seconder of the original motion, agreed to withdraw it. .

 

Parish Councillor Saunders proposed the recommendation in the report, and this was seconded by KCC Councillor Palmer.

 

Recommended:

 

(1)   That the proposed extension of the Faversham Residents’ Parking Scheme be progressed as per the advertised TRO, but be delayed to allow formal consultation in the adjoining Kingsnorth Road, Faversham for possible implementation of the Scheme in both roads at the same time.

Parish Councillor Saunders proposed the recommendation, and this was seconded by Councillor Karen Watson.

(1)  That the petition and the results of the recent informal consultation with residents be noted, and a TRO be drafted to include Kingsnorth Road in the Faversham Residents’ Parking Scheme.

Report to consider objections, indications of support and comments from Kent County Council to latest Traffic Regulation Order for proposed double yellow lines in Marine Parade, Sheerness and Minster-on-Sea and Shellness Road, Leysdown.

Councillor Dolley Wooster, speaking on behalf of Sheerness Town Council, supported the TRO and thanked Swale Borough Council (SBC) for their work in the area and on the Shingle Bank.

 

The Chair invited Members to make comments which included:

 

·         Fully supported the proposals;

·         aware that the KCC Cabinet Member for Highways and Transport had approved the 30mph speed limit scheme for Marine Parade, Sheerness;

·         considered that displaced parking at the Shingle Bank was unlikely as it was free to park there during the day; and

·         the concrete bollards at the Shingle Bank needed to be looked at as currently it was difficult for camper vans to negotiate.

 

In response, the Seafront & Engineering Manager agreed to ask colleagues in the Parking Services team to review the positioning of the concrete bollards at the Shingle Bank.

 

KCC Councillor Maxwell Harrison proposed recommendations (1) and (2), and these were seconded by Councillor Peter MacDonald.

Recommended:

 

(1)  That the proposed double yellow lines in Shellness Road, Leysdown, be progressed as detailed in the advertised Traffic Regulation Order.

(2)  That the proposed amendments to the seasonal double yellow lines in Shellness Road, Leysdown, be progressed as detailed in the advertised Traffic Regulation Order.

(3)  That the proposed double yellow lines in Marine Parade, Sheerness, be removed from the Traffic Regulation Order following comments received from Kent County Council, and the parking situation be monitored.

The Chair invited Members to make comments, and these included:

 

·         The scheme should be progressed as it would improve parking in the area;

·         the objection from the business was covered in paragraph 3.2 of the report; and

·         could look to provide a loading bay in the future.

 

Councillor Whiting moved the following motion:  That the double yellow lines in Faversham Town Centre be progressed as detailed in the advertised TRO.  This was seconded by Councillor Watson.

(1)   That the double yellow lines in Faversham Town Centre are progressed as detailed in the advertised TRO.

Minutes:

The Swale Highway Manager introduced the report and asked that any questions be forwarded to him.

 

In response to a request from Councillor Whiting, the Swale Highway Manager agreed to include the speed reduction measures for Marine Parade, Sheerness in Appendix D of the Highways Work Programme.

 

Resolved:

 

(1)   That the report be noted.

Progress Update Report - including updates on Grovehurt Road junction Sittingbourne and Key Street junction Sittingbourne pdf icon PDF 57 KB

To consider the Progress Update which outlines progress made following recommendations and agreed action at previous meetings.

 

There will be a verbal update from Kent County Council Highways, Transportation & Waste.

Minutes:

The Senior Assistant Project Manager, KCC gave a verbal update on the Grovehurst Road junction works, Sittingbourne.  She reported that officers were working closely with the contractors to minimise the impact of the works.  Members would be notified in advance of further road closures, which were expected.

 

The Senior Assistant Project Manager, KCC gave a verbal update on the improvements to the A249 Key Street junction, Sittingbourne.  She reported that to allow for the new slip road from the Chestnut Street roundabout to be constructed, the southern-bound entry slip road to the Key Street roundabout would be closed from Monday 27 October 2025 until 5 December 2025.  A diversion would be via the Bobbing junction.  The Senior Assistant Project Manager advised that the improvements were currently on target for completion in February 2026.  Members were asked to contact her if they wished to be added to the contractors mailing list to receive updates.

 

In response to a query from the Chair, the Senior Assistant Project Manager (KCC) advised that she was aware of concerns about the location of a lamppost at Grovehurst Road.  She said that the area was congested with existing drainage and utility services, however the lamppost had not been connected, and officers were liaising with the contractors to find a more suitable location.

 

The Chair invited comments from Members and points raised included:

 

·         Concerned that the signage provided on the Grovehurst Road junction works were not adequate and the site was difficult and dangerous to navigate.  Also making it unsafe for the contractors;

·         the contractor for the Grovehurst Road junction works was not communicating with local parish councils;

·         navigating the Grovehurst Road junction works at night was particularly hazardous;

·         please could the cones on the A249 to the Isle of Sheppey be removed? Work on the slip roads to the Grovehurst Road junction had been completed;

·         hoped that the signage for the diversions at Key Street would be from the old A249; and

·         a reminder for road closure notifications to be advertised as soon as possible.

 

In response, the Senior Major Capital Programme Manager agreed to liaise with the Grovehurst Road contractor about improving the signage to ensure it was safe and appropriate.  The Senior Assistant Project Manager added that the Traffic Management Plan for the Grovehurst Road junction would be reviewed.

 

The Chair thanked the officers for the updates.
